A year earlier, the unemployment rate was higher at 9.8 percent. Considering full 2016, the average jobless rate was recorded at 9.6 percent compared to 9.9 percent in 2015. Unemployment Rate in Latvia averaged 11.82 percent from 2002 until 2016, reaching an all time high of 21.30 percent in the first quarter of 2010 and a record low of 5.30 percent in the fourth quarter of 2007.
